Foi apenas em 1990 que a ciência iniciou a produção de estudos sistemáticos investigando se há especificidades na dinâmica de motivação para o trabalho de funcionários de organizações públicas em comparação com instituições privadas. Para compreender estas especificidades, James Perry cunhou o conceito de public service motivation (PSM). O presente artigo, primeiramente, faz uma revisão da literatura sobre PSM, sintetizando os achados de mais de 30 anos de pesquisas empíricas. A análise evidencia que é controversa a validade internacional deste conceito e que os resultados não são automaticamente aplicáveis ao Brasil. Por este motivo, um segundo objetivo deste artigo é a validação de uma métrica curta para medir a PSM no Brasil. Finalmente, a partir de survey com 443 servidores públicos, compara-se preferências por recompensas intrínsecas e extrínsecas dos servidores públicos brasileiros com pesquisas internacionais. O resultado mostra uma dinâmica motivacional similar à de países desenvolvidos, ao menos em uma parcela da administração pública.
