Financiamento do desenvolvimento e poder infraestrutural do Estado brasileiro

Resumo

As ecologias profissionais neoliberais estão entre os principais impulsionadores do desinvestimento do Estado na infraestrutura do Brasil. Essa agenda política tem sido dominante desde o golpe de Estado de 2016, que derrubou a ex-presidente Dilma Rousseff. Este trabalho reunirá dois conjuntos de dados para analisar esse programa de reformas. De um lado, um conjunto de dados macroeconômicos dos últimos dez anos sobre as transformações da participação acionária de investidores institucionais, como bancos estatais e fundos de pensão, em setores de infraestrutura como energia, telecomunicações e saneamento. Por outro lado, uma amostra exaustiva de redes de economistas profissionais que atuam como comentaristas especializados em veículos de comunicação para construir consenso na opinião pública, revelando seus mecanismos de legitimação de prerrogativas jurisdicionais sobre as finanças públicas. Ao combinar esses conjuntos de dados, este artigo pretende avaliar os efeitos predatórios que as novas coalizões financeiras de infraestrutura representam para as capacidades do Estado brasileiro. Além disso, busca identificar diferentes tipos de investidores, qualificando seus interesses e comportamentos estratégicos.
