Brasil e China na nova onda de inovações no sistema agroalimentar global

Resumo

Um entendimento correto das transformações em curso no sistema agroalimentar global, bem como nas formas em que elas atingem o Brasil, constitui a precondição para o desenho de políticas públicas e a promoção de formas apropriadas de governança. Neste artigo, defendemos que a inovação já se deslocou da agricultura para o alimento, liderada agora por atores sem compromisso com o sistema tradicional dos agronegócios, e motivados por preocupações globais de segurança alimentar. O crescimento econômico inédito da China turbina atualmente a demanda global por proteína animal com o Brasil na posição de fornecedor principal. Embora no momento a China esteja excepcionalmente dependente das exportações brasileiras, ela busca diversificar as suas fontes e modificar também as suas práticas de consumo. Incluída nessas estratégias é o seu apoio para opções alternativas radicais às proteínas animais. Concluímos que, muito embora as projeções oficiais apontem para uma continuação de uma demanda de longo prazo para formas tradicionais de proteína animal, e, portanto, também para o dinamismo continuado dos setores brasileiros de grãos/carnes, a combinação sistemática, por parte da China, de políticas para reduzir a sua dependência externa exige que o Brasil enfrente a necessidade de políticas de reconversão mais radicais do que atualmente vêm sendo implementadas.

Doutor em Sociologia pela Universidade de Liverpool, com Pós-doutorado em Sociologia econômica pela Universidade de Paris XIII. Professor titular da Universidade Federal Rural do Rio de Janeiro no Programa de Pós-Graduação de Ciências Sociais em Desenvolvimento, Agricultura e Sociedade (CPDA/UFRRJ).
