Organizational climate perception scale for the public service

The interest of public organizations in measuring the organizational climate according to the server’s perception has increased in recent years. However, existing measures tend to capture individuals' perceptions broadly, focusing on collective perceptions of organizational policies, practices, and procedures. In doing so, current literature doesn’t encompass the full range of dimensions appropriate to the public service context. Thus, this study proposes the dimensions and items of the Organizational Climate Perception Scale for the Public Service (EPCOSP). The study follows four methodological phases i) literature review; ii) focus group; iii) expert analysis, and iv) research pre-test. The results suggest that the EPCOSP should be constructed containing 79 items distributed in 13 dimensions that aim to assess the perception of the organizational climate in the public service. Therefore, EPCOSP's proposal is a step forward for organizational climate surveys in public management.
