how a gender public policy is appropriated by bureaucrats

Pressure from social movements was key to placing policies to promote gender equality high on the agenda. However, in order to materialize them, it is important that the new ideas brought by these policies are appropriated by implementing actors. This paper explores how a public policy linked to gender issues is appropriated by the actores who implement it. We target organizations in the public transportation sector in the city of São Paulo, which are responsible for policies aiming to tackle different forms of sexual violence. Based on interviews and participant observation, we analyzed how this process conflicts and challenges are perceived by those who work in these organizations, in which discussions on gender power relations are recent. On the one hand, characteristics of the sector such as "technical isolation" and the predominance of men in its workforce hinder effective change. However, gender power relations are destabilized by disruptive ideas brought from the feminist movements' repertoire to these organizations by the applied public policy. Despite the reported progress, women are still held accountable for addressing sexual harassment and other forms of gender discrimination within organizations.
