The construction of accessibility and inclusion policies in federal universities

Abstract

This article arose from an interest in understanding the development of accessibility and inclusion policies within federal universities. The objective was to analyze the processes that lead an issue to become a decision-making agenda in a complex organization like a university, until it becomes an effective policy. To this end, we examined the process that gave rise to the Accessibility and Inclusion Policy at the Federal University of Rio Grande (FURG), drawing on analytical insights from the fields of public policy and organizational theory. We adopted a case study methodology, focusing on semi-structured interviews with stakeholders involved in the development of this policy, as well as documentary analysis of meeting minutes and other documents produced by the university throughout the process. The main finding of the research concerns the confluence of the three streams – problem, solution, and policy – and the opening of a window of political opportunity that enabled the inclusion on the agenda and the development of FURG’s accessibility and inclusion policy.
