A Communication as a governance strategy in public security

Abstract

This study analyzes public security governance in the state of Pernambuco, Brazil, focusing on communication and narratives surrounding security policies. Using content analysis of official documents, journalistic news, news portals, and blogs, the research investigates how official agencies, the press, and academia communicate and construct narratives about public security governance in this context. The results reveal that public security governance categories such as intersectoral articulation and governance capacity are prioritized in the analyzed discourses, whereas communication with society receives less attention. This finding raises critical reflections on the need for greater civic engagement and participation of civil society in the implementation and evaluation processes of public security and social defense policies. The study contributes to the literature by exploring an often-overlooked aspect of governance studies: communication and the construction of narratives surrounding these public policies.
