Abstract

This article aimed to identify the ex ante factors of the company and the proposed contract that are
related to the completion of the works signed by a Brazilian federal public institution. A database
was built in the grouped cross-section format, obtained from a documentary survey of bidding
processes for works signed between the years 2012 and 2016, which together totaled more than R
$ 93.2 million. From a Logit model adjusted via Bayesian analysis with the use of the Integrated
Nested Lapace Approximation (INLA) it was possible to conclude that ex ante factors associated
with the companies, such as time to market, place of the company’s headquarters and liquidity
index, and also the contract profile, such as the number of participants in the process, construction
work and the term of execution are directly related to the probability of concluding the works
contracts, elements that can be analyzed when contracting service providers in order to reduce
adverse selection.
