Formas de orientação e dimensões priorizadas nos sistemas de medição de desempenho no setor público
uma revisão sistemática da literatura

O desempenho organizacional é um dos mais relevantes temas de pesquisas no setor público. Entretanto, devido à sua abrangência de funções e responsabilidades, diversidade de objetivos e partes interessadas, a implantação de Sistemas de Medição de Desempenho (SMD) é complexa, exigindo dimensões de medição que considerem suas peculiaridades e resultados importantes. Parte das restrições para implantação envolve atenção às regulamentações, necessidade de transparência e prestação de contas. Por meio de uma revisão sistemática da literatura, identificou-se formas de orientação e dimensões de desempenho priorizadas nos SMD desse setor, cujos resultados mostram que a medição de desempenho no setor público cruzou a fronteira de suas organizações, com perspectivas de medição mais amplas e de elevado impacto na sociedade. As formas de orientação foram sintetizadas em um modelo balanceado pelas missões e objetivos das instituições públicas, considerando seus amplos propósitos, o interesse público e a objetividade dos SMD; em relação às dimensões de desempenho priorizadas pelo setor foram agrupadas em três fases distintas, a saber: sedimentação, consagração e emergente. Como implicações, tem-se uma forma de orientação própria e balanceada, aderente às instituições públicas e três conjuntos de dimensões de desempenho (relativas a três fases identificadas), algumas não referenciadas em SMD existentes, proporcionando uma nova referência para pesquisadores e para aplicações práticas na administração pública.
