Formas de orientación y dimensiones prioritarias en los sistemas de medición del rendimiento en el sector público

Resumen

Desempeño organizacional es  de los temas de investigación más relevantes en el sector público. Debido a su amplio ámbito de funciones y responsabilidades, a la diversidad de objetivos y partes interesadas, la implantación de Sistemas de Medición del Rendimiento (SMP) es compleja y requiere dimensiones de medición que tengan en cuenta sus peculiaridades y resultados importantes. Parte de las limitaciones para la implantación implican la atención a la normativa, la necesidad de transparencia y la rendición de cuentas. A través de una revisión sistemática de la literatura, se identificaron formas de orientación y dimensiones de desempeño priorizadas en las SMD de este sector, cuyos resultados demuestran que la medición del desempeño en el sector público ha traspasado las fronteras de sus organizaciones, con mediciones más amplias e integrales. perspectivas de alto impacto en la sociedad. Las formas de orientación se sintetizaron en un modelo equilibrado por las misiones y objetivos de las instituciones públicas, teniendo en cuenta sus fines generales, el interés público y la objetividad del MDS, en relación con las dimensiones de rendimiento priorizadas por el sector, que se agruparon en tres fases distintas, a saber: sedimentación, consagración y emergencia. Como implicaciones, existe una forma de orientación específica y equilibrada, que se adhiere a las instituciones públicas y tres conjuntos de dimensiones de desempeño (relacionadas con tres fases identificadas), algunas de las cuales no se mencionan en los SMD existentes, lo que proporciona una nueva referencia para los investigadores y para aplicaciones prácticas en la administración pública
