Abstract

Open government data (OGD) has become a central element in the modernization of public administration. This study investigates the characteristics of scientific publications on OGD in the Web of Science and Scopus databases. The methodology involved a content analysis of 332 articles from 2014 to 2024, using the IRaMuTeQ software. The results revealed a thematic structure divided into seven main classes: quality metrics and healthcare applications (Class 6), theoretical evaluation models (Class 7), technological interoperability challenges (Class 2), a strong focus on local governance and civic engagement (Class 3), differences between regional government strategies (Class 5), implementation difficulties (Class 4), and practical applications in urban contexts (Class 1). A similitude analysis identified ‘data’ and ‘open_government_data’ as central terms, around which discussions on governance, transparency, and practical applications revolve. The research's main finding is the existence of a framework that harmoniously connects the technical, social, and practical aspects of OGD, demonstrating that the success of these initiatives depends on this integration. The study contributes to the understanding of the OGD research landscape, offering perspectives for the development of more effective public policies.
