Abstract

Brazilian bureaucracy remains marked by gender, race, and class inequalities, with predominantly white and male elites concentrating decision-making power. The literature on representative bureaucracy shows that diversity enhances institutional legitimacy and state responsiveness, contributing to fairer and more effective public policies. The underrepresentation of women—particularly Black women—in leadership positions reflects structural and cultural barriers such as the “glass ceiling” and “gender labyrinths.” Promoting equity within the bureaucracy requires concrete institutional actions, including affirmative policies, training programs, and transparency mechanisms in promotion processes. This special issue of the Revista do Serviço Público brings together studies on the role of women in state management, demonstrating that a diverse bureaucracy is essential for strengthening democracy and addressing historical inequalities in Brazil.
