Managerial competencies and its relationship with the work design of public servants

Abstract

The study aims to associate the competencies of public managers with the characteristics of the work design of civil servants of the Superior Court of Justice, considering the influence of sociodemographic and functional data on these variables. For this, theoretical support on managerial competences was used, with emphasis on the public sector, with emphasis on the Quinn Model (1988) and the Managerial Competencies in the Public Sector Scale by Freitas (2019), covering competencies related to rational goals, human relations, internal processes, open systems and public interest; as well as on the theoretical and empirical evolution of Work Design, whose most prominent tool is the Work Design Questionnaire, contemplating motivational, social and contextual characteristics of work. The questionnaire was sent by e-mail to the 2,556 servers without a managerial function of the STJ, with a return of 652 responses (return=25.5%). Data analysis was done by modeling structural equations and logistic regression. The results indicate that the perception about the expression of managers' competences explains the Social Support and Feedback of third parties in the work of public servants; and that the variables area of action and type of bonus received, they have an influence on the perception of servers both on manager skills and on the design of their own work. It was also identified that the public office occupied and gender influence the work design of the servers. The study may guide research on public careers, job specification and working conditions, and direct policies for the development of public managers.
