Public governance in smart cities:
Theoretical review on its main elements

The study understood the need to use smart governance in relation to traditional city governance, highlighting the main aspects of governance for smart cities. The proposal had a bibliometric study using keywords and the period from 2000 to 2017. We analyzed 33 scientific productions and discussed the following themes: governance and smart governance; smart governance and smart government; developed elements and / or frameworks; open government and electronic government. An analysis based on VOSviwer® Software was performed which analyzed the most common terms, possible relationships and relevance. In conclusion, it was found that governance from the perspective of smart cities favors the use of information technology combined with the participation of society as a form of greater assertiveness in services provided to the population. Some studies determine the collaborative elements for the development of smart governance, some of them: proactive government; ability to use your image to attract visitors and investors; partnerships between governments and the private sector; good communication between government and citizen; internal integration in government; participation in decision making; transparency; partnership and etc. The study contributes mainly in the academic field, for its ability to present guidance on the theme of governance, thematic, in isolation, yet little explored. As a suggestion for future studies, considering the timeliness of the topic, it is indicated the development of researches dedicated to understanding the elements that help in the good progress of governance, governance evaluation indices and the survey of existing governance models from the perspective of smart cities.
