Abstract

What new state capacities will be needed to implement a future agenda that Brazil, as an economy and society in the middle phase of development, must build to face the challenges of the present? The objective of this work is to suggest and discuss a conceptual framework, which will not be exhaustive but is presented as a precondition for reflection on new and state capacities. The work aims to contribute to the discussion framework that will require, on the one hand, theoretical and conceptual deepening and, on the other, successful and failed case studies that allow expanding the horizons of ongoing reflection. The article proposes to perform a synthetic and intentional bibliographic review and point out conceptual elements that can illuminate the mapping of future issues.
