Capacidades y capacitaciones estatales para una agenda de futuros

¿Qué nuevas capacidades estatales serán necesarias para implementar una agenda futura que Brasil, como economía y sociedad en fase mediana de desarrollo, debe construir para enfrentar los desafíos del presente? El objetivo de este trabajo es sugerir y discutir un marco conceptual, que no será exhaustivo, pero que se presenta como una condición previa para la reflexión sobre nuevas capacidades y capacitaciones estatales. El trabajo tiene como objetivo contribuir a la moldura de la discusión que requerirá, por un lado, la profundización teórica y conceptual, y por otro, estudios de caso exitosos y fallidos que permitan ampliar los horizontes de la reflexión continua. El artículo se propone a realizar una revisión bibliográfica sintética e intencional y a señalar elementos conceptuales que puedan iluminar el mapeo de temas futuros.
