Innovación orientada por misión
perspectivas para el sector público a partir de revisión bibliográfica

El constructo "innovación orientada por una misión (IOM)" surge en diversos contextos con diferentes enfoques. El objetivo de este trabajo es comprender este constructo en el contexto académico, y para ello se realizó una revisión bibliográfica de alcance en la base de datos Scopus. El resultado demuestra una falta de sistematización del concepto de IOM, pero se identificaron distintas concepciones, categorizadas según el énfasis dado: estrategia de Investigación, Desarrollo e Innovación; proceso de innovación; innovación abierta; y objetivo (por ejemplo, problemas perversos). Así, se concluye que el IOM es un campo transdisciplinar y el artículo propone un concepto de IOM, destacando la singularidad que lo distingue de otros tipos de innovación: el IOM requiere la congregación de diferentes actores en torno a misiones. Si bien se reconoce la importancia de la participación del sector privado, la investigación sugiere que la IOM tiene una fuerte adhesión a la innovación del sector público, ya que es un coordinador e integrador de conocimientos para hacer frente a los importantes retos del siglo actual.
