Capacidades estatais e política industrial
a dimensão relacional

Este artigo explora a dimensão da política na relação entre capacidades estatais e política industrial. A análise da experiência recente de política industrial no Brasil permitiu entender o elemento relacional das capacidades estatais. Para a política industrial ocupar a centralidade e legitimidade necessárias com horizonte temporal além dos ciclos eleitorais, ela requer um reconhecimento societal capaz de pressionar politicamente os poderes executivo e legislativo. Dar visibilidade e construir consenso em torno do desenvolvimento industrial é parte relevante da politics das capacidades estatais. O contexto de retomada de política industrial enfrenta um ambiente político, social, econômico e ambiental bem mais complexo do que na primeira década do século 21. A aspiração da neoindustrialização mais abrangente é permitir que o país saia da armadilha da renda média. Para isso, a visão de futuro ou expectativas ficcionais (Beckert, 2016) constituem um impulso na relação entre política industrial e capacidades estatais. Há dois nós górdios a serem enfrentados que requerem um aggiornamento das capacidades estatais; a dimensão relacional com os atores políticos, sociais e econômicos com a necessidade de um discurso comunicativo dos aspectos societais, políticos e o potencial de transformação da política industrial no desenvolvimento econômico.
