Abstract

Public procurement as a tool of public policy is a powerful instrument for promoting sustainable development. The aim of this study is to present a structural equation model for validating environmental, economic, and social sustainability criteria in public procurement. The methodology used was a survey to validate the proposed structural equation model. The research is based on the perception of 450 participants in the stages of the public procurement process in Brazil, which includes a quantitative survey with multivariate statistical analysis. The results of this empirical study indicate that the adoption of environmental, economic, and social sustainability criteria positively influences the planning, selection, and execution stages of the procurement process in public organizations. Exploratory Factor Analysis (EFA) identified 6 constructs with 68.82% of total explained variance, and in the reliability assessment, the Cronbach's alpha values found were: 0.966 for the instrument as a whole, Kaiser-Meyer-Olkin (KMO) of 0.946; Composite Reliability (CR) of 0.964, and Average Variance Extracted (AVE) of 0.717. Thus, the structural model provided evidence of construct validity and reliability, and the analyses indicate the feasibility of the research instrument and its contribution to the academic community.
