Factores sociotécnicos en la adopción de artefactos basados en blockchain para el gobierno

Resumen

Los gobiernos han adoptado diversas tecnologías buscando mejorar sus servicios, enfocándose en superar los desafíos sociales y técnicos que se les presentan, una de estas tecnologías es la innovación digital blockchain. Por lo tanto, se hace necesario comprender estos artefactos de los Sistemas de Información (SI) recientemente desarrollados. Ayudando a llenar este gap, esta investigación tiene como objetivo identificar los factores que influyen en este proceso desde la evaluación sociotécnica (considerando cuestiones tecnológicas, institucionales, políticas e informativas) y desde la adopción del paradigma de Investigación en Ciencias del Diseño. Se estudian dos artefactos de blockchain construidos para el gobierno brasileño: Pier y BNDESToken. Los resultados refuerzan que los factores sociales (políticos e institucionales) son más difíciles de superar que los técnicos, en la adopción de la innovación digital en estudio.
