Open Science Policy

The Revista do Serviço Público (RSP) adopts the principles of open science as a structuring guideline of its editorial policy, in line with UNESCO's recommendations (2021). The open science movement guides the expansion of scientific collaboration, the availability of knowledge in an accessible and reusable form, and the opening of the processes of scientific production, evaluation, and communication to society. In this context, RSP reaffirms its commitment to the democratization of knowledge and to the promotion of scientific evidence capable of improving the design, implementation, and evaluation of public policies, contributing to the strengthening of public administration and the generation of social value.

To operationalize these principles, RSP established its Open Science Policy, aligned with its Editorial Strategic Plan, which sets out guidelines and practices aimed at the transparency, accessibility, and reproducibility of scientific research.

Main measures adopted

  • acceptance of manuscripts previously deposited in preprint servers;
  • the recommendation to make research data, code, and methodological instruments available in trusted repositories;
  • the identification of individual authorship contributions, in accordance with recognized taxonomies;
  • and the definition of guidelines for the responsible use of Artificial Intelligence in scientific production. These initiatives aim to broaden the circulation of knowledge, foster scientific collaboration, and strengthen the integrity of publications.

Within the editorial process, RSP adopts progressive measures to increase the transparency and reliability of peer review. Already implemented are the identification of the editor responsible for each manuscript, the use of standardized evaluation forms, and the explicit disclosure of authorship contributions. RSP's open science guidelines apply to its entire community (authors, reviewers, readers, and public administration professionals) and are mandatory for manuscript submission. Through these actions, the journal consolidates its commitment to more transparent, collaborative, and socially relevant scientific communication.

As part of the editorial policy of the Revista do Serviço Público (RSP), authors must attach, at the time of submission, two mandatory statements, duly completed and signed:

  2. Statement of Information on Contributions and Use of Artificial Intelligence

Open Access

RSP adopts the Creative Commons (CC) Attribution – Non-Commercial (BY-NC) license.

The Journal uses Open Journal Systems (OJS), a free, open-source system for publishing journals, developed with the support and distribution of the Public Knowledge Project under the General Public License (GNU). In addition, the journal offers immediate free access to its content, following the principle that making scientific knowledge freely available to the public leads to greater global democratization of knowledge.

RSP charges no fee for publication or for accessing the journal's articles.

The Revista do Serviço Público guides its editorial activity by the principles of Diversity, Equity, Inclusion, and Accessibility (DEIA), recognizing that the production and dissemination of scientific knowledge for public managers and academics in the field of public affairs must reflect the democratic values and plurality of Brazilian society.
