Guidelines for Authors

CAREFULLY FOLLOW THE RULES BEFORE SUBMITTING AN ARTICLE:

The article must be between 6,000 and 8,000 words long (including abstracts, keywords, tables, illustrations, charts, notes, and references). Attachments and appendices are excluded from the word count.
The text must follow this formatting: Times New Roman, 12-point font, 1.5 line spacing, 1.25 cm paragraph indentation, specific margins (top/bottom: 2.5 cm; sides: 3 cm), and numbered pages.
The article must include abstracts in Portuguese, Spanish, and English (up to 200 words each), covering: context, objective, methodology, and results/conclusions.
Include 3 to 5 keywords in all three languages, as well as titles in Portuguese, Spanish, and English.
The submitted file must not contain author identification (to ensure a blind review process). Check for and remove data from the file properties. (Tips: (a) Microsoft Word: check under 'File' and 'Info'; (b) LibreOffice: check under 'Tools' and 'Options').

All metadata and author details must be provided (affiliation, ORCID, biography). ORCID is mandatory: https://orcid.org/register.
The article must be submitted in one of the following formats: .doc, .docx, .rtf, or .odt. PDF files will be rejected.
Tables, charts, and graphs should only complement the content and must be in an editable format.
Footnotes must be numbered, follow ABNT standards, and be used sparingly.
Illustrations must include a title, numbering, and source, and must be cited in the text.
Images must be high-resolution, and graphic elements must be in an editable format.
Citations and references must follow ABNT standards and include the DOI whenever available.
The article may have a maximum of 6 authors. Changes to authorship are not permitted after submission.
There is no limit on the number of submissions per author; however, approved articles by the same author will be published in different years (except for special issues).
The article must explicitly identify the institution that is the subject of the research. (e.g., Incorrect: "Budgetary analysis of a federal executive branch autonomous agency." Correct: "Budgetary Analysis of the National School of Public Administration – Enap").
RSP does not accept manuscripts whose primary objective is solely to present, systematize, or describe the results of literature reviews (narrative, systematic, integrative, bibliometric, or similar) without proposing theoretical, methodological, analytical, or empirical advances that contribute to the field of Public Administration. Literature reviews are accepted only when they form part of a broader investigation and support the construction of original analyses, models, propositions, or evidence.

SUBMISSION CONDITIONS

Articles submitted on or after May 15, 2026, must comply with the new conditions. For previously submitted articles, if accepted, authors must provide supplementary declarations requested by the editors.

The work is original and free from plagiarism, data fabrication, or data manipulation.
The article is unpublished and is not currently under review by another journal.
All authors were listed at the time of submission and possess an ORCID iD.
The text follows the Author Guidelines.
The file contains no author identification (blind review).
PDF submissions are not accepted.
The Open Science Policy has been read.
The Open Science Compliance Declaration has been completed.
The Declaration of Contributions and AI Use has been completed.
At least one potential reviewer has been indicated (name, institution, country, and email).
The manuscript adheres to ABNT standards.

The journal does not charge submission or publication fees.
